Project Technical Assistance for Improvement of Public Service and Quality Standards towards Civil Society Organizations, TURKEY
 
Description   Key expert 1: Technical Assistance Coordinator - Team Leader - Management and Administration

Qualifications and Skills:
Graduate degree in social sciences and/or relevant fields.
Excellent communication and leadership skills as a team leader.
Experience in managing a team composed of international and local experts.
Proven skills in supervising and co-ordinating all technical aspects of a contract, including organising and overseeing administrative and logistical support.
Full computer literacy.
Fluency in English.
Turkish would be an asset.

General professional experience:
Ideally 10 years of experience in senior managerial responsibilities.
Good knowledge of Project Cycle Management and the procedures of EU funds.

Specific professional experience:
Ideally 5 years of professional experience in administration system and project management in related public-civil sector with substantial practical experience in the management of EU funded programmes.
Ideally 5 years of experience in international projects.
Ideally 3 years of professional experience in the field of civil society.
Ideally 2 years of working experience in EU-funded and similar projects.


Key expert 2: Administrative Capacity Building and Civil Society Development Expert

Qualifications and Skills:
Graduate degree in social sciences and/or relevant fields
Good knowledge of Project Cycle Management and the procedures of EU funds.
Fluent in English and have full computer literacy.
Turkish language is an asset.

General professional experience:
Ideally 10 years of professional experience in international development and cooperation preferably related to working on public/civil sector partnership approaches.

Specific professional experience:
Ideally 3 years of experience in EU funded projects in pre-accession countries.
Ideally 3 years of experience in public/civil sector in legal approaches, preferably in Turkey.


Key expert 3: Legal Advisor in Civil Society Development

Qualifications and Skills:
Graduate degree in law, social sciences and/or relevant fields.
Good knowledge of Project Cycle Management and the procedures of EU funds.
Fluent in English and have full computer literacy.

General professional experience:
Ideally 10 years of professional experience in international development and cooperation within 5 years related to providing technical assistance to governmental bodies and drafting and upgrading legislation working on public/civil sector partnership approaches.

Specific professional experience:
Ideally 3 years of experience in EU funded projects in pre-accession countries.
Ideally 3 years of experience in public/civil sector in legal approaches, preferably in Turkey.


Key expert 4: Civil Society Training and Communication Expert

Qualifications and Skills:
Graduate degree in law, social sciences and/or relevant fields.
Good knowledge of Project Cycle Management and the procedures of EU funds.
Fluent in English and have full computer literacy.
Turkish language is an asset.

General professional experience:
Ideally 10 years of professional experience in international development preferably related with at least five in the management of training and communication system.

Specific professional experience:
Ideally 3 years of training and communication experience of EU-funded projects in pre-accession countries.
Ideally 3 years of practical experience in the management of EU-funded programmes.
Ideally 2 years of experience related to the design of the tools for the promotion of best practices, awareness raising of public/civil sector, preferably in Turkey.

Project Technical Assistance for Judical Modernisation and Penal Reform in Turkey, TURKEY
 
Description   Key expert 1: System Engineer

Qualifications and Skills:
University graduate of the Departments of Computer Engineering or Electric and Electronic Engineering.
Should have a certificate of MCSE and at least one certificate on JAVA and UNIX (Solaris or AIX)
Fluency in English

General professional experience:
should have at least five years of experience both in operating systems (windows, LINUX, UNIX/Solarix-AIX) and domain structures having a site of above 100 on Wide Area Network.

Specific professional experience:
should complete at least 2 projects on the integration and design of systems containing varied services in UYAP system (Portal, LDAP, JAVA Application Servers, database, work flow systems) in which JAVA technology is used.
should have active work experience as an administrator for at least 8 years in LAN/WAN systems having at least 1000 users and experience in Local Area Network projects having a site of preferably above 100.


Key expert 2: Statistical Expert

Qualifications and Skills:
University graduate of Departments of Economics, Statistics or related areas.
Fluency in English

General professional experience:
should have at least five years of experience in data collection and evaluation in one of the EU Member States.

Specific professional experience:
should have at least 3 years of experience in Information Technology security and IT substructure.
should have at least 5 years of experience in Oracle database on UNIX and NT and management of statistics.
should have experience in project management.
should have experience in using SPSS or similar statistical programmes.
should be well familiar with SQL or a similar query language.


Key expert 3: Project Coordinator

Qualifications and Skills:
A good command of the English language (spoken and written)
Fluency in Turkish would be an asset.

General professional experience:
at least 5 years experience in the IT projects with account/project management or coordination.

Specific professional experience:
familiarity with IT project management, i.e. programming, planning, management, monitoring, assesment, evaluation.

Project   Technical Assistance for Restructuring and Strengthening of the Food Safety and Control System in Turkey
 
Description  

Technical assistance for IT system development including review of currently implemented veterinary and phytosanitary information systems, preparation of a detailed plan for set up IT system with a connection to 81 provincial directorates and 40 provincial control laboratories; preparation of technical specifications for the equipment to be used in the system; developing, setting up, testing and installing data programs for the Ministry of Agriculture and Rural Affairs in Turkey where the supporting software which will be developed will meet the EU requirements.

Project   Technical Assistance for the Ministry of Agriculture and Rural Affairs for the preparation of a rural development plan and the strengthening of its institutional capacity
 
Description  

The provision of technical assistance to the related institutions involved in the preparation and implementation of Rural Development Plan. In particular,

-   The assessment and analysis of the general characteristics of rural areas and identification of existing problems and needs by region;

-   The assessment of physical, agro-economic, biological, environmental and social features and parameters and analysis of the relevant indicators;

-    The identification of priorities and measures in order to implement the rural development strategy, including eligibility criteria and indicators;

-    The ex-ante evaluation of the expected impact of the Rural Development Plan and measures described in the Plan;

-    Training of staff on preparation of rural development plan and its measures (about 50 persons);
