Position Description : The Team Leader will primarily be responsible for overall management of the Operation. S/he will work full time for the Project.
The TL will be responsible for the coordination and management of the technical assistance and inputs provided by the TAT (including the non-key experts). In his/her capacity as the leader of the TAT, the main functions of the Team Leader will be as follows but are not limited with;
• Maintain fulltime presence in Turkey, at the duty station, during the lifespan of the project,
• Produce the technical parts of the contractual reports, such as the inception report, progress reports, and final report, by obtaining inputs from key and non-key experts,
• Produce, in cooperation with the other members of the technical assistance team, the work plans and resource schedules, and identify the profiles of the non key experts to be mobilized by the Contractor,
• Review the technical reports and proposals to be produced by the key and non-key experts and assure quality and coherence of reports,
• Represent the project at key project-relevant events and meetings,
• Monitor on daily basis the progress of the project against the pre-determined and agreed upon time plans, and report possible deviations from the predetermined and agreed upon time plans and resource schedules to the beneficiary,
• Report to the Senior Representative of End Recipient
Although the Team Leader will be responsible from coordination of all the activities of the Project, he/she will also be specifically responsible from improvement of marketing and networking skills of cotton ginners and organization of business brokerage events within the component A 1 of the Project. Organization of the inauguration of the Laboratory and Warehouse and Establishment of Human Resource Base within the second component of the Project are also specific responsibilities of the Team Leader.
 
Qualifications And Skills :  Bachelor’s degree in Administrative Sciences or Business Administration or Economics or Marketing or Industrial Economics or Industrial Engineering or in a related/relevant discipline, in absence of mentioned degree, university degree in any other field, preferably complemented with Master or PhD Degrees in one of above mentioned fields, will be accepted in event of 10 years of experience on SME and/or Private Sector development projects/programs.
 Excellent command of English (speaking, reading, writing)
 Full computer literacy
 Knowledge of project cycle management
 
General Professional Experience :  Minimum 15 years of professional experience
 
Specific Professional Experience :  Preferably 7 years but a minimum of 5 years of experience in concerning regional/local economic development/competitiveness initiatives
 Preferably 5 years but a minimum of 3 years of experience in projects related to SME, enterprise or private sector development
 Working experience at least 1 year experience as a Team Leader/Project Manager position in a project/program
