Position Description : Outline of tasks:

• Together with the technical assistance team (TAT), the KE2 (Industrial relations and social dialogue expert), The SNTE (Senior Non-Key Training Expert), and especially the KE3 (Training Key Expert); the JNKE is responsible for supporting design and development of the training program and for the implementation of training program related to sub-activity 1.2.2.1, 1.2.2.2, and;

• In close cooperation with the Team Leader (TL), the KE2 and the KE3, the JNKE provides input and prepares the content topics and provides all necessary support by using sectoral reports in designing and preparing all of the training documents under activity 1.2.

• Will have the overall responsibility of all aspects related to the design and preparing and of the training documents and of delivering logistic support for implementation of training program under activity 1.2 under the supervision of the SNTE and KE2.

• Carry out all the activities according to the given timetable in the required provinces.

Outputs:
1. Input for the content of the workshops is delivered
2. Two-day workshop for Sectoral Adaptation Training Program conducted;
3. Workshop report produced and topics and content identified;
4. Draft training modules prepared (7 Modules for each sector under activity. 1.2.2.2). Each module should cover a two-day training programme.
5. Three-day workshop conducted to finalize training programs of the modules (description of the program, training curriculum, lesson plan, assessment methods and criteria, trainers guideline, etc);
6. Training modules finalized;
7. All training documents and material prepared (trainees booklet and PowerPoint slides on the topics, evaluation form, etc);
8. Logistic support for 16 training sessions in the 15 provinces delivered.

Reporting:

The expert will deliver a mission report to the TL, the KE3 and the KE2 within five days following the completion of the mission. The report will present the activities undertaken and the results achieved and the eventual recommendations. The expert will produce all documents mentioned above including the mission report in Turkish.
 
Qualifications And Skills : • University degree in economics, law, labour economics, educational sciences, sociology, political science or equivalent degree or experience in relevant subjects;
• Native Turkish and good command of English;
• Excellent reporting skills;
• Full computer literacy;
• Excellent communication and ability to work in a team and in a multicultural environment;
• Previous experience in the region and undertaking similar assignment will be considered a strong asset.
 
General Professional Experience : • At least 3 years of professional working experience in training activities, especially in the area of labour market.
 
Specific Professional Experience : • Minimum three years of proven experience in relevant areas such as labour market training, social projects, capacity building, etc.;
• Proven experience in working in EU or other international donors funded projects in Turkey or in the region is an asset;
• Knowledge and understanding of sectoral adaptation training related subjects (i.e. technological challenges, customer expectations, labour law and standards, OHS, collective bargaining agreements, etc) will be an asset;
• Experience in conducting training needs assessment (TNA);
• Experience in delivering trainings;
• Experience in conducting and leading workshops;
• Experience in designing and developing training programmes (i.e. description of the program, training curriculum, lesson plan, trainers guideline, etc.) and training materials (i.e. trainees booklet and PowerPoint slides, evaluation forms etc.);
• Previous experience in the implementation, and evaluation of training programs;
• Proven experience in leading learning groups and in adult training approach;
• Previous experience working with social partners (trade union or employers’ organisations) is a strong asset.
