Position Description : Key Expert 1/ Team Leader (TL): will be responsible for overall management of the operation. This responsibility will include development and implementation of work plans and implementation schedules, monitoring of operation activities, development and finalisations of contractual reports, as described in the ToR and as per standard EU Procedures.
S/he will be responsible for the preparation and submission of the Inception Report, Interim and Final Reports and ad-hoc reports.
S/he will have overall responsibility for ensuring that the financial reports for the operation are maintained in a correct manner and that the disbursement of the Incidental Expenditure budget is according to the prescribed procedures.
S/he will also be responsible for the interaction between the Key Expert 2, non-key experts and End Recipient with a particular emphasis on interfacing with the teams in other operations under 1PA who are each also obliged to implement communication and visibility actions relating to their own operation implementation.
S/he is also responsible for providing regular progress briefings to the members of the Steering Committee and the Sectoral Monitoring Committee (SMC).
In addition to the above responsibilities, Team Leader shall undertake but not exclusively the following tasks:
- Manage the TAT, coordinate the experts and draw up the team's schedule of activities and work plans.
- Ensure that the operation’s outputs are in accordance with these Terms of Reference and the agreed work plans.
- Define measurable indicators and control procedures for operation monitoring and evaluation.
- Ensure the preparation of individual job descriptions / terms of reference and work plans for all short-term experts. These job descriptions/work plans and the CVs must be reviewed and approved by the EUID.
- Plan and schedule the information and publicity events.
- Ensuring the organization of information and publicity events.
- Conducting media relations
- Prepare and deliver the training modules for the staff of EUID and end recipients.
- Coordinate the preparation of the programme for the Study Visit to the EU Member States and or Candidate Countries and to coordinate the necessary travel, accommodation, transport and other aspects of the Study Visit.
Qualifications And Skills : - University degree in one of the following fields: public relations, journalism, media studies or social sciences. In the absence of the required degree, a minimum of 10 years of professional experience in one of these fields
- Post-graduate degrees on one of the above mentioned field will be an asset
- Good level of English
- Good level of computer literacy
General Professional Experience : - Minimum 7 years of professional working experience in the fields of communication and media relations
Specific Professional Experience : - Experience as a Team Leader or Project Manager in at least 2 projects
- Preferably 5, minimum 3 years of experience in implementation of information and publicity activities and/or campaigns
