Position Description : Duty Station: Ankara (travel to Kayseri, Sakarya, Adana, İstanbul, Denizli, Antalya, Konya, Sivas, Artvin, Trabzon, Sivas, Şanlıurfa, Gaziantep, Koceli, Bursa)

Outline of tasks:

• Together with the technical assistance team (TAT), and especially the KE2 (Industrial relations and social dialogue Key Expert), the KE3 (Training Key Expert) and seven field sector experts, the TRNG-SNKE4 will be responsible for the development of the training documents, in particular those related to social dialogue under sub-activities Sectoral Adaptation Trainings and 1.2.3: Sectoral Position Papers

• In close cooperation with the Team Leader (TL) and the KE2, the TRNG-SNKE4 provides all necessary support by using sectoral reports in designing and preparing all training documents under Activity Sectoral Adaptation Trainings

• The TRNG-SNKE4 will have overall responsibility for all aspects of preparing the training documents under activity 1.2 under the supervision of KE2

• The TRNG-SNKE4 will carry out all activities according to a given timetable in the respective provinces/cities


1. Amend training modules (5 modules on social dialogue and 7 modules for each sector under activity All these modules should cover two days’ training programme
2. The training methodology drafted for the two days’ sectoral adaptation training programme
3. Training materials prepared for the sectoral adaptation training programme
4. Deliver trainings at the sectoral adaptation training programme
5. Sectoral position papers improved according to participants’ proposals and finalised
6. All training documents and materials prepared (trainees booklet and PowerPoint slides on the topics, evaluation form, etc.)


The expert will deliver a mission report to the TL and the KE2 within five days from the completion of the mission. The report will present the activities undertaken and the results achieved and the possible recommendations. The report will be delivered in electronic copy. The expert will produce all above-mentioned documents, including the mission report, in Turkish.

Qualifications And Skills : Qualifications and skills:

• University degree in law, labour economics, educational sciences, sociology, engineering or equivalent degree or experience in relevant subjects
• Native-speaker level of Turkish and good command of English
• Excellent reporting skills
• Full computer literacy
• Excellent communication skills and ability to work in a team and in a multicultural environment
• Previous experience in the region and undertaking similar assignments will be considered a strong asset
General Professional Experience : General professional experience At least 5 years’ professional working experience in the area of labour market related to training activities.
Specific Professional Experience : Specific professional experience
• Minimum 5 years’ proven experience in relevant areas like labour market training, social projects, capacity building, etc.
• Proven experience of working in projects funded by the EU or other international donors in Turkey or in the region is an asset
• Knowledge and understanding of sectoral adaptation training-related subjects (i.e. technological challenges, customer expectations, labour law and standards, OHS, collective bargaining agreements, etc.) will be an asset
• Experience in conducting training needs assessment (TNA)
• Experience in delivering trainings
• Experience in conducting and moderating workshops
• Experience in designing and developing training programmes (i.e. description of the programme, training curriculum, lesson plan, assessment methods and criteria, trainer’s guidelines, etc.) and training materials (i.e. trainee’s booklet and PowerPoint slides, evaluation forms, etc.)
• Prior experience in the implementation and evaluation of training programmes
• Proven experience in leading learning groups and in adult training approach
• Previous experience in working with social partners (trade union or employers’ organisations) is a strong asset
