Position Description : Outline of tasks:

• Together with the technical assistance team (TAT), and especially the KE2 (Industrial Relations and Social Dialogue Expert) the sectoral field expert is responsible for 1) the provision of input for the preparation of modules for the sectoral adaptation trainings, 2) the preparation of the materials for the sectoral adaptation trainings, 3) the delivery of the sectoral adaptation trainings, and 4) the preparation of the sectoral position paper for the given sector (public services). In carrying out his/her assignment, the sectoral field expert collaborates and coordinates his/her tasks with the senior and the junior training experts.

• Will have the overall responsibility of his/her outputs as listed below under the supervision of KE2

• The sectoral field expert carries out all the activities according to the given timetable in the mentioned locations.


1. Input for drafting/redrafting of the module for sectoral adaptation training provided (activity 1.2.2 – sub-activity
2. Input for finalising the module for sectoral adaptation training provided (activity 1.2.2 – sub-activity based on the feedback from the workshop for finalizing the modules for sectoral adaptation training, and feedback from HAK-IS and its affiliates (activity 1.2.2 – sub-activity ;
3. Input for the preparation of materials for sectoral adaptation training given (activity 1.2.2 – sub-activity
4. Sectoral adaptation training delivered (activity 1.2.2 – sub-activity;
5. Sectoral position paper on the public services sector prepared (activity 1.2.3).


The sectoral field expert will deliver a mission report for each of the trainings delivered to the TL and KE2 within five days following the completion of the mission. Each mission report will present the activities undertaken and the results achieved and the eventual recommendations. The report will be delivered in electronic copy in English.

Qualifications And Skills : • University degree in labour, economics, educational sciences, political sciences, sociology, industrial engineering, or equivalent degree or experience in relevant subjects;
• Native level of Turkish and good command of English;
• Excellent reporting skills;
• Full computer literacy;
• Excellent communication and ability to work in a team and in a multicultural environment;
• Previous experience in the region and undertaking similar assignment will be considered a strong asset.

General Professional Experience : At least 5 years of professional working experience in the public services or equivalent sector. The working experience should include relevant experience in undertaking research on the public services or equivalent sector, its current and future trends, and challenges in Turkey, the EU and the world.
Specific Professional Experience : • Minimum 5 years of proven experience in relevant areas;
• In depth knowledge and understanding of the public services sector in Turkey and abroad, including trends, sectoral panorama, technological challenges, customer expectations, value chains, labour aspects and standards (i.e. environmental, etc) is a must;
• Prior experience in delivering training is a strong asset;
• Proven experience in working in EU or other international donors funded projects in Turkey or in the region is an asset;
• Experience in conducting workshops is an asset;
• Proven experience in leading learning groups and in adult training approach is a strong asset;
• Previous experience working with social partners (trade union or employers’ organisations) is an asset.
