The overall objectives of the
project are:
• Improvement of legislative and regulatory
framework: Improvement of the alignment of the
Turkish telecommunications legislation with the EU
acquis
• Improvement of administrative capacity of the TA:
Strengthening the capacity of the TA, reinforcement
of its ability to implement the regulations,
including a realigned organizational structure,
improvement of human resources management,
improvement of legal, administrative and technical
knowledge and skills of the staff; provision of
technical assistance and necessary know-how
transferred for implementing the acquis; drafting of
reports and handbooks for future reference; a
training master plan drafted; and, organisation of
training seminars and workshops to improve legal,
technical and administrative skills of the staff to
perform regulatory and administrative tasks more

Consultancy Services for Design of Computer Network
2004-2006
Consultancy Services are being
provided to SHÇEK to establish a computer network
system to cover the headquarters and 450 locations
all over Turkey. The Project will develop the
procurement documents for the Information Technology
investment, provide evaluation reports of the bids
received, and supervise the implementation.

The wider objective in the area
of occupational health and safety in Turkey is to
align the OHS standards in Turkey with those in the
EU, to make the system more effective and efficient,
to decrease the number of accidents and to link the
work of OHS institutions to the activities of social
partners, taking into consideration especially small
and medium sized enterprises (SME). The project
contributes to the wider objective by supporting the
Directorate General of Occupational Health and
Safety (DGOHS) and capacity-building by various efforts -
among others by means of training abd public
awareness raising.

Health Financing Study

This study aims at increasing
contribution of health financing arrangements to
efficiency in the organization and use of health
services, equity and efficiency in the allocation of
government resources for health, and to develop
mechanisms to improve the balance of state
guarantees offered by the health care system with
the financial resources allocated for these
purposes, ensuring maximal protection of vulnerable
groups.
Accordingly, the overall goal is to develop options
for a comprehensive reform of the health financing
system, including revenue collection, pooling of
funds, purchasing of services, resource allocation
mechanisms, policy on benefits and patient cost
sharing, and associated organizational and
institutional arrangements.

Consultancy services are being
provided to the Azerbaijan Ministry of Ecology and
Natural Resources in the implementation of the
Institutional Reforms, including:
• review and assess the existing structure of the
Ministry;

regulated entities (public sector and private)
• assess human resource management practices and
employment procedures and propose introduction of
incentives to attract most qualified staff;
• develop short-term (one year) and long-term (2 to
5 years) plans with recommendations on: (i)
streamlining the organizational structure of the
Ministry; (ii) improving overall management,
interaction with other entities, ability to ensure
compliance with environmental laws and regulations,
capacity to monitor the progress in institutional

Consultancy Services for Design of Computer Network
2003-2005
Consultancy Services are being
provided to the Turkish Social Solidarity Fund to
establish a computer network system to cover the
headquarters, 81 provincial Social Solidarity
Foundations, and the SSF in 931 districts, all over
Turkey. The Project will develop a new system design
for the SYDTF operations, develop the procurement
documents for the Information Technology investment,
provide evaluation reports of the bids received, and
supervise the implementation. The Project tasks also
include to review the Organizational Structure of
the SYDTV, recommend an improved institutional
structure, and re-design of operational workflows.

AMS has been the one of the
largest private sector company in the manufacturing
of road construction, asphalt distribution,
cylinders, road maintenance machineries & equipments
in Turkey. Along with its large marketing portfolio,
it has also established a plant for the
manufacturing of automated electro-mechanical
equipment & systems totally developed by Asmaksan.
We have assisted our client in the development of a
new organization, and a renewed Management System;
realigning the Manufacturing and Marketing Divisions

Services has been provided to the Community
Development Fund (CDF) of Kosovo to set up a
Financial Management and Monitoring System under the
World Bank LACI requirements, and provision of the
required Training Services has been provided. We
have developed a unique Chart of Accounts as well as
a financial and accounting system that enables to
monitor and report on the finances from a variety of
donor agencies (the World Bank, European Community,
UN Agencies, NGOs, etc.) and set up and implemented

Financial and Accounting
Management System has been designed and set-up for
the Turkmenistan Health Project. Technical
assistance has been provided in developing software
appropriate for the accounting and financial
reporting in accordance with the requirements of the
World Bank. Financial,accounting, disbursement staff
of PCU has been trained on the financial management
procedures.
On-the-Job Training Program has
been designed and delivered for the Accounting
Officer of the Turkmenistan Health Project; and a
Manual has been developed in accordance with the
Financial and Accounting Management System designed
by ANKON previously.

Basic Education Pilot Project
Project Management and Implementation Technical
Assistance Services
1997-1998
We were awarded a contract for
the provision of Technical Assistance Services for
Project Management and Implementation of the Basic
Education Pilot Project, by the General Directorate
of Primary Education of the Ministry of National
Education (MONE). The services include; setting up
and maintaining a Project Management Office;
recruitment of full-time project staff and
short-term consultants; development of a “School
Buildings Handbook” to be implemented nation-wide;
undertaking architectural and engineering designs
for the 3 urban schools to be built; undertaking
tendering procedures in accordance with World Bank
procedures and guidelines; supervision of the
construction of 3 schools; development and provision
of in-service training programs for the teachers and
administrators of these schools; preparation of
architectural projects and tendering documents in
accordance with World Bank procedures and guidelines
for the upgrading of 15 rural schools; undertaking
tendering procedures and supervision of the
renovation of these schools; organization of study
tours for MONE personnel; procurement of goods,
works and services as required under the Project and
processing utilization of Loan and Government Funds
on behalf of the MONE; and keeping project accounts
and records all in line with the rules and
procedures of the Turkish Government and the World
Bank. The services also include the preparation of a
full-scale Basic Education Program Proposal to be
submitted to the World Bank; undertaking the process
of Loan application and negotiations with the Bank.

We were awarded a contract for
the provision of Technical Assistance Services for
Project Management and Implementation of the MERNİS
Project (Computer Based System for the Central
Administration of Census) by the General Director of
Census. (GDC) of the Ministry of Interior and
UN/OPS. The services include; setting up and
maintaining a Project Management Support Unit
(PMSU); provision of relevant, experienced and
capable project management and information system
development experts. Project Management Services
comprised of project planning and monitoring,
procurement of goods and services, preparation of
Information Technology hardware (PC) and System
Engineering Services bidding documents in accordance
with World Bank procedures and guidelines; contract
management for information technology services and
training of GDC staff; keeping project accounts and
expenditure books and records; reporting on project
activities and any other relevant project management

We were retained by the Ministry
of Health Project Coordination Unit (MOH-PCU) to
provide advisory services for the Government’s
Health Reform and institutional Development program
under the First Health Project, co-financed by the
World Bank and the Government. The services cover
the restructuring of health financing system;
introduction of a new Health Insurance Scheme,
including the coordination between existing schemes;
and development of laws and procedures required for
implementation; development of a computerized
National Health Information Scheme; decentralization
and management development of state hospitals;
improvement of health service delivery system and
introduction of family physician system;
reorganization and institutional development of
Ministry of Health, management development for the
key health personnel at the central Ministry and
provincial organization. Technical assistance
services were provided for the preparation of
bidding documents for consulting, surveys,
information technology, etc. in accordance with
World Bank procedures and guidelines; taking part in
the evaluation of the tenders.

A tailor made training
program/workshop was developed and conducted for the
MANAS Project of MOH of Krgyzstan, on Project
Planning, Management and Implementation issues. The
trainees comprised of participants from the MOH and
neighboring countries. The Project has been
supported by Turkish International Cooperation
Agency (TICA) and World Health Organization Regional
Office for Europe (WHO-EURO).

Developing a collaboration
program between Project Units (PU) of countries in
the Central and Eastern Europe and Central Asia
Republics. The program aims at establishing a link
to share experiences between these project units
that have been implementing or at the stage of
preparing restructuring projects in the health

1993
Pelka has been the second
largest private sector company in the
electro-mechanical and energy systems in Turkey.
Along with its large contracting businesses, it has
also established a plant for the production of
high-tech electro-mechanical devices totally
developed by Pelka, and the international patent has
been obtained and registered universally. We have
assisted our client in the development of a New
Financial Planning System, including Financial
Planning, Cash Budgeting, Cash Flow Controls,
Treasury Management and Financial Policy.

Turkish Health Sector Master Plan Study
1989-91
ANKON Consulting Services,
together with Price Waterhouse (London), were
commissioned to undertake the Turkish Health Sector
Master Plan Study. We were selected for the Study
out of more than 30 firms all over the world, for
our technical merit and strong local support. The
study involved the Description of the Current
Situation of the Health Sector in Turkey, Developing
and Recommending to the Government, Strategy Options
for the achievement of Health Targets for the short,
medium and long term; and Development of
Implementation Plans for the selected option.
The Study covered the evaluation of Planning and
Policies in the Health Sector; assessment of Service
Delivery (in all major medical areas); Health
Finance and Costs; Health Personnel; Education and
Training; Organization and Management of the Sector;
Health Infrastructure (including Vehicles,
Architecture, Medical Equipment and
Pharmaceuticals); Health Tourism; Accounting Systems
and Management Information Systems.

Financial and Accounting Systems Analysis and

We were assigned jointly by the
TSI and the World Bank to review the financial
statements of the Turkish Standards Institution, to
analyze its financial structure, accounting policies
and operations from the point of Generally Accepted
Accounting Policies towards a more commercially
oriented Institution. The assignment constituted a
part of the Turkish Technology Project Loan provided
jointly by the Government of Japan and the IBRD.
We have developed recommendations for the
improvement of TSI's current accounting and
financial management systems, we have designed a
broad strategic plan for computerization of TSI
management information systems, we have developed
recommendations for organizational rationalization,
and an implementation plan to fulfill TSI's long
term development plans in line with the Technology
Loan objectives.

Privatization of Petkim
1988-89
We were retained as the Turkish
Management Consulting Firm assisting Price
Waterhouse Management Consultants (London), to
identify, develop and implement an Institutional
Strengthening Program for Petkim - the Petrochemical
Holdings Corp.- and for its subsidiaries, ALPET and
YARPET Complexes for Privatization. The assignment
covered developing and implementing improved
Marketing Management, effective Financial
Information / Decision Support Systems and an
efficient Organization and Management structure to
increase Petkim's international competitiveness and
to attract better options for Privatization. We also
worked closely with Samuel Montagu (London), Türkiye
Ekonomi Bankası (Istanbul) and John Brown (London)
on this assignment.
Privatization of Turban A.Ş.
1987-88
We were retained together with
Morgan Grenfell & Co. (London) and Tekstilbank
(Istanbul) by the Prime Ministry Housing Development
and Public Participation Fund Administration, to
provide advisory services for the Privatization of
the Tourism Establishments of T.C. Turizm Bank. In
this capacity we were responsible for: formulating
strategies of sales, evaluating the Replacement
Values of the Assets to be privatized and assisting
in the sales implementation stage.

1986-87
Our client, one of the leading
Groups in Turkey, involved in more than ten
different sectors, from mining, tourism,
electronics, energy, to agro-exports. We were
retained to assess the strength of the broad
organization structure of the Group; to analyze the
Management Reporting System between the parent
company and its affiliates; to develop a new
Corporate Budgeting System for financial control and
for corporate planning; and to develop the
guidelines for the Group Treasury function. The
assignment included the implementation and follow-up
of the project tasks.
